The Uganda Revenue Authority (URA) has relocated its specialised Real Estate Tax Office from its headquarters in Nakawa to RR Pearl Tower One, a property owned by businessman and entrepreneur Dr. Sudhir Ruparelia.
The relocation, which took effect on September 7, 2026, is part of efforts by the tax body to improve access to services and make it easier for taxpayers in the real estate sector to obtain assistance.
In a public notice, URA said the Real Estate Tax Office is now operating from the 9th Floor of RR Pearl Tower One along Yusuf Lule Road, opposite the Ministry of Health headquarters.
The authority urged taxpayers seeking services from the specialised office to take note of the new location and use the new premises for their real estate tax-related inquiries and services.
URA said the move is intended to improve service delivery and make access to real estate tax services more convenient for taxpayers.
The relocation comes as the authority continues to strengthen its focus on the real estate sector, which has expanded significantly over the years through the growth of commercial buildings, residential developments and other property investments, particularly in Kampala and other urban centres.
Real estate remains an important source of tax revenue, with the sector generating various tax obligations for property owners, developers, landlords and other players.
By placing a specialised tax office in a prominent location along Yusuf Lule Road, URA is seeking to bring its services closer to a major concentration of businesses and property stakeholders.
The new office is housed in RR Pearl Tower One, part of the extensive property portfolio associated with the Ruparelia Group, one of Uganda’s prominent business groups with interests spanning real estate, finance, education, hospitality and other sectors.
The presence of a URA specialised office within a Ruparelia Group property creates an interesting intersection between Uganda’s tax administration and one of the country’s best-known private-sector business empires.
RR Pearl Tower is also significant because of its association with the Ruparelia family.
The “RR Pearl” name is linked to the family and honours the late Rajiv Ruparelia, Dr. Sudhir Ruparelia’s son, whose death in 2026 sent shockwaves through Uganda’s business community.
Rajiv was closely involved in the family’s business interests and philanthropic activities and had emerged as one of the prominent young figures associated with the Ruparelia business empire before his untimely death.
The relocation comes at a time when the government is placing increasing emphasis on improving tax compliance and domestic revenue mobilisation.
Uganda’s real estate industry has experienced substantial growth, particularly in Kampala, where the expansion of commercial and residential property has transformed the city’s skyline and created a large and increasingly complex tax base.
For URA, strengthening real estate tax administration is therefore critical to ensuring that property-related tax obligations are properly assessed and collected.
The authority has in recent years continued to encourage taxpayers to voluntarily comply with their obligations while improving the accessibility of its services.
The new Real Estate Tax Office is expected to provide a dedicated point of contact for taxpayers seeking clarification and assistance on matters relating to real estate taxation.
For taxpayers who previously accessed the office at URA’s Nakawa headquarters, the September 7 relocation means future visits will now be directed to RR Pearl Tower One on Yusuf Lule Road.
URA has consequently advised taxpayers, property owners, developers and other stakeholders who require services from the Real Estate Tax Office to take note of the new address and plan their visits accordingly.
The move marks another step in URA’s efforts to bring specialised tax services closer to taxpayers while strengthening revenue administration in one of Uganda’s fastest-growing economic sectors.
