The Uganda People’s Defence Forces (UPDF) has extended heartfelt condolences to the family of Ssembusi Fred, who was fatally shot during a political rally in Lwemiyaga, Sembabule District, on June 26, 2025, by Lt. Zziwa Bashir, a serving officer.
During a solemn condolence visit, Maj Gen Deus K. Sande, Commander of the Armoured Division, delivered a message of sympathy from the Chief of Defence Forces and strongly condemned the shooting, describing the incident as tragic and unacceptable.
“This is a painful incident, and as UPDF, we do not condone such actions. We assure the family and the public that this matter will be handled with the seriousness it deserves,” he stated.
He further emphasized the UPDF’s zero-tolerance policy on misconduct by its personnel and assured mourners that a thorough investigation is underway.
“Justice will take its course. We are committed to ensuring that such incidents are not repeated, and corrective actions will be implemented,” he added.
The condolence ceremony was attended by Hon. Theodore Ssekikubo, Member of Parliament for Lwemiyaga County, as well as the Resident District Commissioner, local leaders, and a large number of community members who gathered to pay their last respects.
The incident has sparked grief and anger within the community, with calls for swift accountability. Civil society groups have demanded transparency in the investigation and justice for the deceased.
The UPDF has reiterated that any officer found guilty of violating the law will face the full consequences, both under military and civilian justice systems.
As the investigation continues, the focus remains on ensuring that military discipline is upheld and that such incidents do not erode public trust in the national army.
