Dear members,
In line with our transformative supervisory mandate under Cap 243 of the Local Governments Act, my team and I have actively utilized our field time over the past ten days—17th to 27th June 2025—to ensure impactful implementation of government programs. Below is a summary of key activities undertaken:
- Enterprise Guidance in Aweingong Parish, Angetta Subcounty
We guided 13 enterprise groups on selecting viable and market-oriented projects. After identifying a misstep where some beneficiaries had opted to plant pine trees—contrary to the Parish Development Model’s emphasis on crop production—we reached consensus on prioritizing maize farming, piggery, and cattle rearing as more sustainable and marketable enterprises for the area. - Program Sensitization in Aberdwogo Parish, Abia Subcounty
We conducted community sensitization on the institutional sequencing of government programs. It was unanimously agreed that as parish funds continue to be disbursed, complementary initiatives such as Emyooga must not be sidelined. In Moroto County, additional funding has already been allocated to groups including veterans and women. - Community Engagement in Okumu Ward, Amugu Town Council
During a community meeting, we observed that Pillar 6 of the Parish Development Model—governance and accountability—is being implemented effectively. Okumu Ward emerged as a model in transparency and gender equity, with youth, women, and persons with disabilities (PWDs) being equitably represented in fund allocation. - Education Review at Alira Primary School, Akura Subcounty
We convened an education stakeholders’ meeting involving headteachers and school management committees from across Moroto County. We agreed to strengthen curriculum implementation while also prioritizing the nutritional welfare of pupils and students as a key driver of academic performance. - Data Integrity Review in Baropiro Parish, Omoro Subcounty
Our supervision revealed significant lapses in data integrity and systems evaluation for parish fund beneficiaries. Cases were found where individuals outside designated villages were registered. To restore accountability, most of the existing enterprise committees were dissolved, and new, community-elected leaders of integrity were installed. - Infrastructure Development in Amugu and Abako Subcounties
Together with the Rt. Hon. Denis Hamson Obua, Government Chief Whip and MP for Ajuri County, we launched the construction of the Omee–Awapung–Awori–Iceda Road. This first-class road will significantly boost production, processing, and market access, aligning with the infrastructure pillar of the NRM manifesto.
