The government has released the first tranche of UGX 529 billion to capitalise Parish Development Model (PDM) SACCOs for the 2025/26 financial year, Finance Minister Matia Kasaija announced on Tuesday.

Beginning tomorrow, all 10,589 verified PDM SACCOs will each receive UGX 50 million deposited directly into their accounts. Under the PDM framework, government releases funds in two tranches every six months, with each SACCO entitled to UGX 50 million per tranche.
Kasaija said the latest disbursement signals the programme’s steady progress and growing impact. “The Parish Development Model is no longer a theory. It is a reality. It is in your parishes. It is in your households. PDM is growing bigger, stronger, and more impactful,” he said at the Ministry of Finance.
According to the ministry, government has so far transferred UGX 3.216 trillion directly to parishes since the programme was launched. Each of the 10,589 parishes has now received at least UGX 300 million, with 99% of the funds already disbursed to 3.27 million beneficiaries nationwide.
The second tranche of funding is expected to be released later in the financial year.
