NETTED! Kitagwenda LC5 Boss Nabbed, Remanded Over UGX Millions Job Scam

The Kitagwenda District LC5 Chairperson, Mushemeza Ismail Kambanda, has been charged and remanded to prison over allegations of fraud related to the illegal sale of district jobs.

In a joint operation, the State House Anti-Corruption Unit, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arrested and arraigned Kambanda before the Kamwenge Magistrates Court. He faces multiple counts of obtaining money by false pretenses and has been remanded until January 6, 2026.

According to investigators, Kambanda, working with accomplices who are still at large, allegedly defrauded several job seekers between 2024 and 2025 by promising them employment within Kitagwenda District. The promised positions were mainly in the Nursing and Midwifery departments, despite the fact that no such vacancies existed.

Several residents of Kitagwenda District reported that they paid sums ranging from UGX 5 million to UGX 15 million, either directly to Kambanda or through his agents, in exchange for the promised jobs. Victims were reportedly issued with fake appointment letters and forged minutes purportedly from the District Service Commission.

The fraud came to light when the victims attempted to report for duty, only to discover that the appointment letters were counterfeit and that the advertised jobs did not exist. Efforts to recover their money allegedly failed after Kambanda refused to refund the payments, prompting the victims to report the matter to the State House Anti-Corruption Unit.

Investigations further reveal that upon learning of the ongoing inquiries, Kambanda abandoned his office and went into hiding for several months before his eventual arrest.

Authorities say investigations are still ongoing and have appealed to other victims who may have been extorted to come forward and report to the police.

The arrest is part of a wider anti-corruption drive spearheaded by the State House Anti-Corruption Unit, in line with President Yoweri Museveni’s long-standing commitment to eliminate corruption, particularly in the recruitment processes of District Service Commissions.

To date, investigations have been carried out in more than 20 districts, including Mpigi, Gomba, Kyankwanzi, and Mukono, leading to the arraignment of over 15 officials on charges related to the illegal sale of government jobs.
