ONC Monitoring Reveals Overcrowding & Infrastructure Gaps At Kapchorwa Gov’t School

Kapwirwok Primary School, the only government-aided primary school in Sipi Town Council, is grappling with overcrowding and inadequate infrastructure as rising enrollment continues to stretch its limited resources.

The challenges were highlighted during a monitoring visit conducted on March 12, 2026, by Kapchorwa District ONC Coordinator Patricia Chemususu Simiyu, who assessed the learning environment, teacher attendance, pupil enrollment, and overall conditions at the school.

Located in Tonuse Cell, Kapwirwok Town Board in Sipi Town Council, Kapwirwok Primary School currently accommodates 870 pupils, a number school administrators say has steadily increased due to the growing number of children transferring from private schools where tuition fees have become unaffordable for many families.

During the visit, the Deputy Head Teacher who represented the Head Teacher attending an official meeting explained that although enrollment continues to grow, not all pupils had reported back to school at the time due to persistent rainy weather in the area.

Despite these challenges, teachers at the school were commended for their dedication and punctuality. According to school administrators, teachers consistently report early for duty each morning. However, weather conditions often delay pupils’ arrival, particularly those in lower classes such as Primary One, leaving teachers waiting for learners to fill classrooms.

The monitoring exercise also revealed significant infrastructure gaps. With Kapwirwok Primary School serving as the only government-aided institution in the town council, the existing facilities are under heavy strain.

The school faces shortages of classrooms and sanitation facilities, leading to overcrowded learning spaces and insufficient latrines for both pupils and staff. Education officials say the growing enrollment has intensified congestion during lessons and placed pressure on the already limited infrastructure.

Simiyu noted that the situation calls for urgent intervention to improve learning conditions and support the increasing number of pupils seeking education at the school.

Among the recommendations proposed were the construction of additional classrooms, expansion of sanitation facilities, and increased government investment in infrastructure to accommodate the rising enrollment.

She also suggested that authorities consider establishing additional government-aided primary schools within Sipi Town Council to reduce pressure on Kapwirwok Primary School.

Despite the challenges, the school continues to play a vital role in providing accessible education to children in the area. Officials expressed optimism that with improved infrastructure and government support, Kapwirwok Primary School can enhance the quality of education offered to its growing pupil population.

The monitoring visit forms part of ongoing efforts by the Office of the National Chairman (ONC) coordinators to assess the performance and needs of government-aided schools across districts.
