Prominent Ugandan businessman, philanthropist, and educationist King Ceasor Augustus Mulenga has been officially nominated to contest for the position of Chairperson of the Entrepreneurs League under the National Resistance Movement (NRM) Central Executive Committee.
The nomination, which took place on Friday, July 4, 2025, at the NRM party headquarters in Kampala, was presided over by Dr. Tanga Odoi, the chairperson of the NRM Electoral Commission.
Addressing journalists shortly after his nomination, Mulenga laid out an ambitious vision centered on affordable credit access, inclusive business representation, and industrial empowerment across Uganda. He emphasized the urgent need to refocus the Entrepreneurs League from rhetoric to results.
“I have traversed all the sub-regions of Uganda, and there are several issues that have come up. One of the major concerns is that entrepreneurs feel underrepresented and underserved. We must now focus on delivery and results,” Mulenga stated.
If elected, Mulenga promised to spearhead the creation of six sub-regional SACCOs (Savings and Credit Cooperative Organizations), which he described as development banks aimed at providing low-cost, accessible credit to entrepreneurs.
In response to concerns about heavy taxation, Mulenga pledged to organize nationwide workshops on tax compliance and financial literacy. These sessions aim to help small business owners maintain accurate records and better navigate Uganda Revenue Authority requirements.
He also vowed to push for entrepreneurial representation from local councils to Parliament, ensuring business voices influence policy and budgeting decisions.
A Three-Tiered Leadership Approach
Mulenga outlined a three-pronged strategy for his leadership:
- Personal initiative to drive quick wins,
- Collective action with Entrepreneurs League members to scale efforts, and
- Government collaboration to align with national development frameworks like Vision 2040 and the Parish Development Model.
“We as entrepreneurs are going to create jobs,” he emphasized, aligning his agenda with Uganda’s broader industrialization and employment goals.
A Legacy In Education, Diplomacy & Development
Mulenga is no stranger to leadership. He serves as Honorary Consul of Vietnam to Uganda, promoting foreign investment in sectors such as agriculture, health, tourism, and education. His King Ceasor University (KCU) in Kampala has been widely recognized for prioritizing science, technology, engineering, and mathematics (STEM) education.
KCU, which attracts students from across Africa and Asia, reflects Mulenga’s broader vision of innovation-driven education. His academic interests include telehealth, artificial intelligence, fintech, big data, and botanical pharmaceutical research—areas he sees as essential to Uganda’s transformation.
Through his Ceasor Development Kingdom (CDK) foundation, Mulenga has offered scholarships, livestock, and micro-loans to vulnerable communities, advancing grassroots empowerment across Uganda.
A Life Rooted In Business & Nation Building
Born in Kisoro District in 1967, Mulenga began trading as a youth before obtaining a diploma in business studies and a bachelor’s degree in commerce. He later founded multiple ventures in telecom (i-Tel in Uganda, Gemtel in South Sudan), real estate, media, tourism, and microfinance.
His King Ceasor Game Reserve is one of several eco-tourism and conservation initiatives under his portfolio.
Politically, Mulenga traces his activism to the early 1980s, when he served as a mobilizer for the Uganda Patriotic Movement (UPM). Today, he is a vocal supporter of the NRM, believing that political stability is essential for sustainable business growth.
“When business and politics are in sync, development thrives,” he said.
As the NRM gears up for its next internal elections, King Ceasor Mulenga’s entry into the race for Chairperson of the Entrepreneurs League injects new energy—and high expectations—into the party’s economic agenda.
If elected, he promises not just representation, but transformation.
