The Uganda Revenue Authority (URA) has hailed the newly completed RR Pearl Tower as the ideal home for its expanding operations, calling the state-of-the-art complex a true symbol of progress, efficiency, and partnership between the public and private sectors.
Speaking to journalists, Robert Kalumba, URA’s Assistant Commissioner for Public and Corporate Affairs, said the authority’s relocation to the building — developed by Dr. Sudhir Ruparelia’s Ruparelia Group — is part of a broader strategy to modernize tax administration and enhance service delivery to Ugandans.
Kalumba noted that URA’s steady growth, driven by Uganda’s rapidly transforming economy, required a more advanced and flexible working environment. The new offices at RR Pearl Tower, he said, provide world-class facilities that promote productivity, digital innovation, and better coordination across departments.
“Uganda’s economy is changing fast, especially with emerging sectors like oil, gas, and telecommunications. The RR Pearl Tower gives us the right environment to serve taxpayers efficiently and professionally,” Kalumba said.
The new building will accommodate key departments, including the Large Taxpayers Office, Public Sector Division, and Medium Taxpayer Division, among others. Kalumba explained that the relocation will be carried out in phases to ensure continuous service delivery to taxpayers.
He added that URA’s new location, closer to Kampala’s Central Business District, gives the authority a strategic advantage.
“Being within reach of the business community we serve allows us to respond faster and operate more effectively. RR Pearl Tower is modern, spacious, and strategically positioned for accessibility,” Kalumba said.
He also dismissed online claims that URA would spend Shs 18 billion annually on rent, describing such reports as false and misleading. He emphasized that the procurement process followed all legal procedures under the Public Procurement and Disposal of Public Assets (PPDA) Act, and that the Ruparelia Group emerged as the lowest evaluated and most competitive bidder.
“The decision to occupy RR Pearl Tower was based purely on value for money and quality. Every step was transparent and in line with the law,” he clarified.
Kalumba further stated that the relocation is part of URA’s digital transformation agenda, which focuses on faster taxpayer engagement, improved transparency, and modernized working systems.
