Fake Presidential Project Exposed: ‘Hongera Saana’ Boss Netted Over UGX 800M Fraud!

Anti-corruption authorities have charged a city businessman in connection with an elaborate procurement scam that allegedly defrauded suppliers of goods worth nearly UGX 800 million.

The State House Anti-Corruption Unit, working alongside the Office of the Director of Public Prosecutions and the Criminal Investigations Directorate, on Monday arraigned Muyomba Ashiraf, Executive Director of Hongera Saana Uganda Ltd, before the KCCA Chief Magistrate’s Court. He faces charges of obtaining goods by false pretence, forgery, and uttering false documents.

Muyomba was remanded until 10th December 2025.

Alleged Fraudulent Procurement Scheme

According to prosecutors, the alleged scam occurred between December 2024 and April 2025 in Minister’s Village, Ntinda, Nakawa Division. During this period, Hongera Saana Uganda Ltd is said to have falsely represented itself as a Presidential Mobilization Body for Peace and Development under the Office of the President.

Investigators say the company went on to publish a fraudulent bid notice in local newspapers, inviting suppliers to provide a wide range of goods.

Believing the notice to be legitimate, several suppliers reportedly responded. Among them were Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited, who subsequently signed contracts to supply goods valued at close to UGX 800 million.

Goods Delivered, But No Payment

Court documents indicate that after fulfilling their contracts and delivering the items to Hongera Saana Uganda’s Ntinda offices, the suppliers made repeated efforts to secure payment—efforts that have so far been unsuccessful.

The delivered goods included thousands of kilograms of maize, soya, groundnut, and rice seeds, as well as posho, cooking oil, sugar, mattresses, metallic double beds, Farmate spray pumps, knapsacks, tear drops, branded T-shirts, caps, umbrellas, and promotional backdrops, among others.

Further investigations revealed that Hongera Saana Uganda Ltd had no affiliation whatsoever with the Office of the President, contradicting the impression created in the bid adverts and in documents allegedly issued by the company.

The matter remains under investigation as authorities work to trace the whereabouts of the delivered goods and determine whether additional victims may be involved.

If convicted, Muyomba faces significant penalties under Ugandan law for fraud- and forgery-related offences.
