You’re My Loyal Servant: Muhoozi Elevates Kabanda To Powerful Chairman’s Office Role

The General Chairman of the Patriotic League of Ugada (PLU), Gen Muhoozi Kainerugaba, has elevated Kasambya County MP Hon. David Kabanda to the newly created position of Head of the Chairman’s Office, entrusting one of his closest political allies with coordinating the affairs of his office as the movement enters a new phase of national expansion.

The appointment, announced on Saturday, places Kabanda at the heart of PLU’s political and administrative operations and underscores Gen Muhoozi’s continued confidence in the legislator, who has been among the movement’s most prominent mobilisers since its inception.

In a statement posted on his official X platform, Gen Muhoozi said the creation of the office reflects the extraordinary growth PLU has registered over the past three years.

“Hon. David Kabanda is appointed the Head of my office as Chairman of Patriotic League of Uganda.”

He added:

“Since PLU has expanded immeasurably in just 3 years because of our popularity with Ugandans, I shall open a second office, just for the Chairman of PLU. Hon. Kabanda will run it on my behalf.”

The appointment gives Kabanda direct responsibility for managing the Chairman’s Office, coordinating Gen Muhoozi’s engagements, implementing strategic directives, supervising political mobilisation, and overseeing key administrative functions on behalf of the PLU leader.

Political observers view the new office as one of the most influential positions within the movement’s evolving structure, effectively making Kabanda Gen Muhoozi’s chief political coordinator as PLU continues to broaden its national footprint.

The role mirrors the Office of the National Chairman (ONC) within the ruling National Resistance Movement, which coordinates mobilisation and political programmes on behalf of President Yoweri Museveni.

Far from signalling a diminished role following the recent leadership reorganisation, Kabanda’s latest appointment positions him even closer to the centre of decision-making within PLU. While the June 15 reshuffle saw Hon. Fadil Twaha replace him as Secretary General, Gen Muhoozi retained Kabanda on the PLU Central Committee, an early indication that he remained among the chairman’s trusted lieutenants.

Saturday’s announcement removes any lingering speculation by placing Kabanda in a role that reports directly to the PLU Chairman and is expected to play a central role in implementing the movement’s political agenda.

Since its launch three years ago, PLU has grown into one of Uganda’s fastest-expanding political pressure groups, attracting more than 200 Members of Parliament, ministers, cultural leaders, youth organisations, professionals and business leaders from across the country.

As the movement intensifies nationwide mobilisation and strengthens its organisational structures, Kabanda is expected to lead the Chairman’s Office in coordinating Gen Muhoozi’s engagements and driving implementation of key political programmes.

For Kabanda, the appointment represents not just another leadership assignment, but a strategic elevation into one of the most influential offices within the rapidly growing Patriotic League of Uganda.
