Big Scandal: Advocate Akleo Migisha Netted Over Ugx444M Fetched Off UNMC Bank Accounts

In a major crackdown on white-collar crime, the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Advocate Akleo Migisha before the Anti-Corruption Court on serious charges of forgery, theft, and conspiracy to defraud the Uganda Nurses and Midwives Council (UNMC).

Migisha was remanded to prison until June 17, 2025, pending further investigations and trial proceedings.

According to the prosecution, Migisha was part of a wider criminal syndicate that included several individuals, among them Cissy Mudhasi, a former Magistrate who has since been dismissed from service. The group allegedly orchestrated a fraudulent scheme involving the production and use of falsified legal documents to unlawfully obtain over UGX 444.3 million from the Council.

Investigators revealed that the accused falsely claimed to have been contracted by UNMC to develop a software and database application, for which they alleged the Council had failed to pay. Based on this fabricated claim, they initiated a fictitious arbitration process and secured an irregular court-issued garnishee order, allowing them to attach and withdraw funds directly from the Council’s account.

Authorities say the forged documentation and court processes were carefully manipulated to present the claim as legitimate, ultimately enabling the group to siphon off public funds under the guise of legal redress.

Speaking after the court appearance, officials from the State House Anti-Corruption Unit emphasized the government’s commitment to tackling organized fraud and abuse of judicial processes.

“No one is above the law. We will continue to pursue those who exploit legal institutions and public trust for personal gain,” one official stated.

The case underscores the urgent need for tighter safeguards within public institutions and greater scrutiny over legal proceedings involving public funds. It also highlights the role of inter-agency collaboration in fighting corruption and protecting the integrity of public service.

The investigation remains ongoing, with more suspects likely to be brought to justice in the coming weeks.
