Finally In Court: Afande Charles Twine Accused Of Hiring Bobi Wine’s Bodyguard To Harm Gen Muhoozi, Museveni

Charles Twine Mansio, former spokesperson for the Criminal Investigations Directorate (CID) and current Officer in Charge of Investigations at Parliament, appeared before the Buganda Road Chief Magistrate’s Court on Thursday to face a series of criminal charges related to electronic communications made between January 2024 and May 2025.

Twine was jointly charged with Mitala Noah, also known as Noah Mutwe. The two face eight counts, including incitement to violence, hate speech, and malicious information under Uganda’s Penal Code Act and the Computer Misuse Act.

According to the charge sheet, Twine is accused of inciting Mitala to commit acts of violence, including alleged calls to harm senior government officials such as the President and the Chief of Defence Forces, General Muhoozi Kainerugaba. These alleged communications were reportedly made through social media platforms.

In one count, Twine is accused of urging an attack on the President “using pavers,” allegedly motivated by political opinion. A similar charge accuses him of inciting violence against General Muhoozi on similar grounds.

Twine is also charged with hate speech for allegedly making derogatory remarks about Speaker of Parliament Anita Among, including claims linking her to violence in Bukedea District. The prosecution argues that these remarks could incite public hostility.

Additional charges cite statements allegedly made by Twine regarding Deputy Speaker Thomas Tayebwa, General Muhoozi, and General James Birungi, characterizing them in defamatory terms. He is also accused of making statements that could incite hostility against the Bahima ethnic group.

The final charge alleges that Twine and Mitala conspired to incite violence against the President and General Muhoozi.

Twine’s appearance in court follows his brief disappearance on Wednesday, which raised concerns among family and colleagues after he failed to return from a scheduled meeting at police headquarters in Naguru. His mobile phones were reportedly switched off during this time.

Court proceedings are ongoing, and Twine has been remanded as investigations continue.
