Police in the Greater Masaka Region have arrested several individuals in connection with incidents of examination malpractice during the ongoing Primary Leaving Examinations (PLE) 2025, held on Monday, November 3, 2025.
According to a statement from the Uganda Police, the cases were registered in Masaka District, Masaka City, Rakai, and Kyotera Districts, where multiple suspects were apprehended for various offences including aiding candidates, impersonation, and attempted bribery.
Masaka District
At St. Kizito Butenzi Primary School, eight teachers were arrested for allegedly helping pupils cheat during the Social Studies paper. The suspects Ngobya Jackson, Kavuma Ashiraf, Juuko Misaaki, Kyusa Ronald, Mubiru Isma, Ssempijja Michael, Turyasingura Adam, and Waiswa Sharif were reportedly caught red-handed writing answers and coaching candidates on how to respond to examination questions. Police recovered evidence at the scene to support the case.
Rakai District
In Rakai, police detained Katende Noah at St. Raphael Mbuye Primary School for impersonation. Katende is accused of falsely presenting himself as a Uganda National Examinations Board (UNEB) scout, despite not being officially recognized as one.
Masaka City (Kimanya–Kabonera Division)
Authorities are also searching for Mr. Asiimwe Robert, who allegedly attempted to bribe a UNEB monitor to influence the examination process. Police have launched a manhunt to ensure he is brought to justice.
Kyotera District
Meanwhile, in Kyotera, six UNEB officials were arrested at Kyotera Central Primary School following the discovery of a candidate with a small paper containing answers to the Social Studies paper.
The suspects Mulindwa Sulait, Nansango Sylvia, Nasamula Annet, Ssekitoleko Gonzaga, Nakityo Harriet, and Lubega John are all under police custody as investigations continue.
Police spokesperson for the Greater Masaka Region, ASP Twaha Kasirye, confirmed the arrests and reiterated the force’s commitment to protecting the integrity of the national examinations.

“The Uganda Police, working closely with UNEB, remains committed to upholding the credibility of national exams. We caution all stakeholders to desist from any acts that compromise the integrity of the examination process,” ASP Kasirye said.
The Uganda National Examinations Board and the Uganda Police have intensified monitoring and enforcement measures across examination centers nationwide to curb malpractice and ensure fairness for all candidates.
