Dr Arinaitwe Deogratious Rugyendo’s appointment as Principal Private Press Secretary to the Speaker of Uganda’s 12th Parliament is being seen as a fitting recognition of a career built across journalism, media entrepreneurship, academia and institutional leadership.
Rather than being an overnight rise, Rugyendo’s new assignment caps more than two decades of experience in Uganda’s communication and public affairs landscape.
Rugyendo began his journalism career in the late 1990s as a stringer for Daily Monitor, gaining first-hand experience in news gathering, reporting, interviewing sources and working under demanding newsroom deadlines.
He later moved into media entrepreneurship and became one of the figures behind Red Pepper, which was launched in 2001 and went on to become one of Uganda’s most recognisable tabloid newspapers.
His time in the media business gave him experience beyond writing stories. He was exposed to editorial decision-making, newsroom management, marketing, business development and the commercial realities of running a media organisation.
That combination makes him particularly suited to a parliamentary communication role where understanding both sides of the media divide is essential.
Rugyendo knows what journalists need from public institutions, while his experience as a media executive gives him an understanding of the pressures under which newsrooms operate.
His career has since expanded into research communication and academia. He established ResearchFinds News, a platform focused on translating research findings into accessible information for the public, further demonstrating his interest in connecting knowledge, journalism and society.
Academically, Rugyendo holds qualifications in mass communication and marketing and recently earned a PhD in Journalism and Communication from Makerere University.
His academic work has strengthened his understanding of communication theory, journalism, digital media and the changing nature of the news industry.
He has also gained leadership experience outside media through football administration. Rugyendo served as chairman of the Uganda Super League and later became involved in the governance of the Uganda Premier League.
That experience exposed him to stakeholder management, institutional leadership and the intense public scrutiny that comes with managing high-profile organisations.
His appointment therefore brings together a rare combination of practical journalism, media business, academic knowledge and leadership experience.
The Speaker’s Principal Private Press Secretary is expected to do more than issue statements. The position requires someone capable of understanding news values, managing journalists, handling sensitive information, navigating public criticism and communicating effectively across traditional and digital platforms.
Rugyendo’s professional journey has placed him in many of those environments.
His appointment also comes at a time when Parliament is under increasing public scrutiny and when citizens expect faster, clearer and more accessible communication from public institutions.
With his newsroom background, Rugyendo understands how stories are developed. With his academic credentials, he understands communication beyond the headlines. And with his management experience, he understands the importance of coordination, strategy and institutional reputation.
For a journalist who started as a stringer and went on to become a media entrepreneur, academic and sports administrator, the move to Parliament represents another significant step in an already diverse career.
“This is the biggest in my life. Glory be to God,” Rugyendo said following his appointment.
His record suggests the Speaker has not simply appointed a press secretary, but selected a professional with the experience to understand the media, the institution and the public it serves.
