Digital Evangelist Muganga Congratulates Museveni, Outlines Bold Vision For Tech-Powered Uganda

Dr Lawrence Muganga, the Vice Chancellor of Victoria University Uganda and widely recognized as Uganda’s “Digital Evangelist,” has congratulated Yoweri Kaguta Museveni on the beginning of a new term in office, while calling for bold investments in technology, innovation, and youth empowerment to accelerate national transformation.

In a visionary statement, Dr. Muganga described the President’s new mandate as “an exciting moment for our country; a chance to dream bigger, build bolder, and step confidently into the future.”

Known for his advocacy of digital learning, artificial intelligence, and innovation-driven education reform, Dr. Muganga emphasized that Uganda stands at a defining moment in history, with technology and AI offering unprecedented opportunities for both academic and economic transformation.

“The world is changing fast, and technology is rewriting what is possible for nations willing to embrace it,” he said. “Uganda has every reason to be at the heart of that story.”

Dr. Muganga outlined an ambitious five-year outlook that places young people, innovation, and digital opportunity at the center of Uganda’s development agenda.

According to his analysis, strategic adoption of emerging technologies could help Uganda achieve remarkable progress by 2031, including:

  • Reducing the national poverty rate from 16.1 percent to 4.8 percent.
  • Creating approximately 17 million new job opportunities.
  • Expanding access to Universal Primary Education and Universal Secondary Education for an additional 5.7 million children.
  • Lifting nearly 6 million Ugandans out of poverty.

“These are not just hopeful numbers,” Dr. Muganga noted. “They are grounded in serious analysis of existing data and the transformative proposals already on the table.”

A strong advocate for the integration of Artificial Intelligence in education and business, Dr. Muganga believes that AI has become a practical instrument for accelerating productivity, improving teaching and learning, and unlocking new economic opportunities.

Under his leadership, Victoria University Uganda has positioned itself as one of the institutions championing digital transformation in higher education, encouraging students and professionals to embrace AI and emerging technologies as essential tools for the future.

Dr. Muganga said Uganda has all the ingredients needed for success: a youthful population, a growing pool of talent, and a clear blueprint for transformation.

“The blueprint is here. The talent is here. The time is now,” he declared.

He expressed optimism that, with visionary leadership and bold use of technology, Uganda can become a country where “every young person dreams without limits, every family thrives, and every community feels the promise of progress.”

Dr. Muganga concluded by congratulating President Museveni and offering prayers for wisdom and guidance during the new term.

“Congratulations once again. May God be with you, guide you, and bless you and your entire family.”

As Uganda enters a new political chapter, Dr. Muganga’s message reinforces a growing belief among education and technology leaders that digital innovation and artificial intelligence could play a central role in shaping the nation’s next era of prosperity.
