    After military service, he earned a degree in Political Science from Makerere University, giving him both tactical and ideological grounding.

    He served as Member of Parliament for Kashari County in Mbarara District from 1996 to 2006. During his tenure in the Sixth and Seventh Parliaments, Kazoora became known for his articulate and fearless contributions, especially on matters concerning governance and constitutionalism.

    Disillusioned by what he saw as the increasing authoritarianism of the NRM, he became a founding member of the Parliamentary Advocacy Forum (PAFO)—a reformist pressure group that evolved into the Forum for Democratic Change (FDC).
